If they are Quarter Turn Design valves an Air Cylinder and Valve works great in ambient temperatures above freezing.

Most valve manufacturers offer some sort of remote valve operator in their literature.

Please run a compressed air line from the ground (or suitable remote location), 6 Kg/Cm², 100 mm dia, progressively stepping down to 25 mm dia, feeding an accumulator complete with FRL unit. Connect output of this accumulator to the Direction control valve of the Pneumatic actuation cylinder, driving the valve.Since it is a SHUT-OFF valve, it needs to be either a LUBRICATED TAPER PLUG VALVE or a BUTTERFLY VALVE and not just a regulating DAMPER Valve. Both the above Quarter-turn type valves can be actuated at high closing speeds (say 10-15°/second). You could also use a falling dead weight for shut off and raise it at liesurely speed during a non-emergency situation for repeating closing operation.
