Is there any sensor that can count the number of vehicle passing a road if installed at the road side? and also specify the type of vehicle and time of passage?

Everything apart from the type of vehicle can be done by a cable that is attached to the road, and a battery-powered road-side unit arranged to count axles. One then divides by the average number of axles per vehicle, or counts axles in quick succession and groups them, to obtain the number of vehicles.

To identify vehicles requires a camera, and numberplate recognition software in addition to the above. The software is mapped into national vehicle licence databases. Many law-enforcement agencies have this technology already, some at the roadside and others on-board vehicles. Such things are used to keep untested, untaxed and uninsured vehicles off the UK's roads and in prosecuting the perpetrators of these misdemeanours.

Google truck scale(s). There are a truck scales for dynamic weighing of vehicles that can not only weigh, but make some optional functions. Some of them are equipped a video camera, but there are a lot of ways to recognize a type of vehicle indirectly, especially for lorry. Of course to fix a time of passage and evaluate speed is assuming.

I do not offer you to use real scales for your needs, but you can treat its technique for car/traffic identification.

Really, I am looking at road traffic simulation, where a limiting vehicle speed for a certain road is determined, appropriate waiting line, weaving time, weaving distance at peak time can be controlled.

Yeah a temp. in a lawn chair. Thats how I have seen it done to get that kind of info.

I guess you can record it with a camera and review it.
