What a rare treat! That 'H' is a dead givaway! It's a Harrods commemrative thimble manufactured around the turn of the 20 century, possibly one of the last remaining specimens know to have survived the golden age of steam when, due to the lack of raw metal at the Harrods manufacturing plant, all items deemed 'luxury sowing items' were melted down to make collectable spoons!

This pattern is familiar enough to make me think I know what it is, but it's not familiar enough to make me remember it right away.

I doubt it is a file; they usually have diamond shaped teeth. I also doubt it is a cheese grater; the holes appear to be too close together, and you seldom see machining marks on cheese graters.

It does appear to be some kind of knurling, but on what?

The gear on the end is crude and doesn't look like its been made to drive anything critical... maybe to allow fingers to turn it?

Yes its strange, but I was looking at that and the optical illusion made me think that the tapered 'gear' of the key was not tapered but eeerrrrmmmmm flat!

Let me say that again.... the brain thought that the edges of the tapered gear weren't edges but the troughs not the tops so it didn't look like it was tapered...
