Then it's incorrectly wired. Rip it out and do it properly.

The condenser needs its own shutoff to allow power to it when it's required, and prevent it when it's not. If it's not shutting off check the sensors/floats and other shutoff controls etc. for adjustment/replacement.
The contactor is likely supposed to close when the system is running to ensure that the condenser will also run and shut off when the system does.
