The California constitution says a balanced budget must be completed by June 15 each year for the Governor to sign. The legislators have ignored this amendment. Since the amendment must be obeyed, doesn't it mean that the Governor must submit and sign his own budget, or the old budget must be implemented with percentage adjustments made for the projected income of the coming year? Shouldn't the supreme court rule on this? How do you ask the supreme court for a ruling? Does the Governor or the attorney general have to ask, or can a resident of California ask?
