A logical question

The California constitution says a balanced budget must be completed by June 15 each year for the Governor to sign. The legislators have ignored this amendment. Since the amendment must be obeyed, doesn't it mean that the Governor must submit and sign his own budget, or the old budget must be implemented with percentage adjustments made for the projected income of the coming year? Shouldn't the supreme court rule on this? How do you ask the supreme court for a ruling? Does the Governor or the attorney general have to ask, or can a resident of California ask?

There may be a clause somewhere providing for the condoning of late submissions etc.

To have a procedure for NOT having your budget in place, would effectively revoke the requirement in the first place.

But states have any number of incidences of ignoring their own laws.

Exactly. I'm just an army general following stupid orders . Unfortunately, the Emperor is still a little more intelligent than the Senators of the old Republic , so it's a case of the lesser of 2 evils . I'm also married to one: it's great fun really . Hearing about Padme's day is always good for a laugh every time I'm relaxing after a day's hard fighting .
