Is Space Empty?

I have enquiry about space, is the space empty or it not empty ?

I'm asking about the space between moons and stars.

It is not empty in terms of there being a number of atoms per cubic metre.

It is not empty in terms of the radiation passing through it.

It is pretty darn close to empty, but not empty. Lots of dust, gas, radiation, photons...

Nowhere is there a perfect vacuum. Like absolute zero, this is a theoretical physical condition that cannot be actually achieved. Now interplanetary space has been directly measured to be much closer to a perfect vacuum than any vacuum made here on earth. Interstellar space has been indirectly measured to have regions even closer a perfect vacuum than interplanetary space. Naturally there's a multitude of "massless" particles flying through these regions, particles like photons and neutrinos. But there's also the weird quantum mechanic phenomena of virtual particles that spontaneously appear and disappear.
