I doubt that there is any particular optimum voltage and current, other than more is better (so long as the wiring and electrodes can handle it.). Pulse is probably irrelevent. HOH is an unwise choice of terminology used by dreamers. The reaction would be better described as 2H2O + electricity → 2H2 + O2.

Water electrolysis (and other pseudoscience subjects) has been exhaustively discussed on CR4 before. Try the search function on the right-hand side of the screen.

Short answer is water electrolysis is hopelessly inefficient, you will always use much more energy than you will get out no matter what materials or waveforms you use. And that has been scientifically proven time and time again.
