Duct Thickness

At which duct size we should change from thickness 0.7mm to 0.9mm ?

and is there any other factors to change duct thickness ?

What is in the duct, its temperature, pressure and flowrate? Is this open channel flow? If so, then why is this query not in concrete under Civil Engineering? Of what is the duct made?

This is Construction Standards for duct work and is in a standard gauge; you'll have to make the conversion.

If duct is for HVA purpose depending upon size thickness of GI sheet varies. For more details refer ASHRAE or CIBSE standards.
