It really doesn't matter what the penalties are if the police won't enforce the laws. I've seen drivers while using a cell phone in one hand, wave at the cop with the other hand here in Suffolk county. No, the car was not stopped at a light. Yes, the cop saw this because she waved back. The driving on Long Island has become horrendous and no amount laws will amount to a hill of beans if they're not enforced.
