Basic Impulse Level (BIL) or more correctly, Basic Impulse Insulation Level requires an impulse generator; the size and characteristics of which depends upon the type of product you plan to test.
Impulse generators range from single stage to large multiple stage generators. Multiple stage generators include a number of capacitors that are charged in parallel through resistance and discharged in series through spark gaps (Marx generator). External resistance and reactance are used to obtain the desired waveshape. The standard impulse wave for BIL is defined as 1.2/50 (1.2 microseconds virtual front time to crest x 50 microseconds time to half-crest on the tail).

In that case you need only a small single stage impulse voltage generator.
There are several manufacturers of these kinds of generators. Megger offers several including a small 15 kV suitcase model. You might also look at HaefelyEMC and Hipotronics (both of which are part of Hubbell's Test Equipment Business.
It probably makes sense to use a self-contained model because it would include the output voltage measuring circuit.
