You need a good understanding of electronics to make such a thing.
Generally they are implemented using a microcontroller or an integrated circuit which has been designed for that purpose.

Without a good understanding of electroics you are just heading for dissapointment and a waste of time and probaly some smoke.

Sorry guy, if you're suppose to design it, so go doing your homework.

Have you heard about books? This is an ancient thing the old engineers (like me and the colleagues here...) used to read to obtain some information about how to solve problems. Yeah, you know, at that time there was no internet, can you imagine it? But there were already A/D's around. Have you been to your university library? I'm pretty sure they must be still there.

I know the basics how it works, but I don't remember the sources, and I don't think the explanation I could post here would even fill your homework requirements.

I remember reading those things, In fact i still have many of them. In fact i have one right here in my library that i'm sure has those exact schematics

If i had to take a guess, i would imagine that the library at the university probably has one very similar, and maybe even more up to date with preaty pictures n such.

For the ADC look up 'sigma-delta' converters. They are easy to make.

Texas Instruments and Analog Devices have very very good books about the subject. You can download from them Applications notes with all explanations so you can read them and see that you better buy in stead of buiding it.

And don't just copy the circuits, understand them. Otherwise when they don't work you will not be able to figure out why. I spent two days trying to get a ADC converter to latch for a serial to parallel signal. One stupid ground jumper (operator) was all it took to make the bread board useless.

That comment deserves a handfull of GAs on it's own.
I particularly like the use of the word 'when' rather than 'if'
