is carbon fiber a good fabric for ultralight aircraft and or boats .

Yes.

But a better one is a compound of carbon fibre sandwiched between two sheets of 1.9mm aluminium sheets

You mean Aluminum oxynitride, not really, but it is being used for window armour in some NATO vehicles. The link is on CR4 somewhere (I wrote it but cannot find it now). Until then have a look at the following links.
