Max RPM is free running RPM (with out any load)

Rated RPM is RPM at rated output or at rated laod(torque).

The difference is when it goes bang.

A servo motor doesn't have a "rated RPM" because it is not supposed to run at a fixed speed, but varying according to the closed loop needs or system design, otherwise you wouldn't need a servo; but they do have a maximum RPM and that is the speed limit before the servo motor gets damaged by centrifugal force shattering its rotor. Load is irrelevant as long as it doesn't surpass the current limit and mechanical capacities of the motor.
