Don't think so, the safety margin is built into the load charts.
Do not know the specific crane load charts to which the OP is referring, but lifting capacity is limited by two factors:
Structural strength - usually at small radius and
Stability usually - at large radius
The load chart is usually split by a bold line, indicating to the operator which capacities are limited by structural strength and which by stability of the crane.
I guess that Gross capacity shows the structural strength limitation and Stability capacity tells you when the structure will survive but the silly thing may fall over..
