If it is one of those 'Power Saver' devices, and I suspect that it is, then the following steps apply :

1) Find the nearest rubbish skip;

2) Throw it in;

3) Walk away.

By doing it this way, you limit your losses to just the purchase price instead of adding an electrician's installation fee to them.

Thanks for your comment, There are electric coop that are pushing home owners to install them to cut the demaned on electric use, there are tv interveiw showing that the kvar cuts power use by 10 to 30%.

Generally, the utility would love for you to install them because it lowers their system losses, but it will have no tangible effect on your bill because they don't charge you for kVAR. Some utilities charge Power Factor (kVAR) penalties to large industrial and commercial users with a lot of AC motor loads, but to do so, they must install special kVAR metering equipment. But the cost to do so for residential users is prohibitive for them since the vast majority of residential use is for non-inductive loads such as lighting, heating and cooking. Power Factor Correction makes ZERO difference for those kinds of loads. I have heard rumors that some utilities in developing countries charge residential users for poor power factor, but I find that hard to believe. The Return on Investment for the utility to meter everyone for that is not there. They would spend more just trying to see it than they would recoup in billing you for the infinitesimal effect any single residence has on their delivery costs. However I can see them "promoting" the mass use of these kinds of devices if it costs them nothing...

The demonstrations you speak of are scams that are designed to separate you from your hard earned money. Reducing the current shown on a meter is a trick they use to allow you to believe it is saving "energy". It is not. Understanding the truth involves having a good working knowledge of how AC power is distributed, used and metered, and these people capitalize on the fact that 99% of people do not possess that knowledge.

when there is Zero different loads, installed an kVAR it will increase the bill (KWh)

I got caught by ur last 3 lines...Look I have a situation here and I really need ur help

I have an Extruder...I have attached a Kwh meter on it...I have measured the everyday consumption of that Extruder..It consumes averagely 600 Kw...

After a week a company came and attached like a small panel...I wasn't allowed to see what they have done...but actually after what they have done-on the same meter-the same extruder...the consumption decreased averagely to 420 kw!!!

How would that be happening!!!

I am an Engineer and I believe that Kw is not able to be reduced!!

But also i believe in experiements !!!so i need help in explanining what happend

In the EEC, under the WEEE Directive, the unit must be entrusted to an authorised recycler.

Where is this located? Apparently the coop does not realize it doesn't bill residential customer a KVAR penalty. Or do they??????

Not sure what you mean be zero different loads but a KWH meter does not read KVAR. The bill would not be increased by adding KVAR. If you were at a power factor of 1, adding KVAR would increase demand readings.

I think what he meant may be that these things actually have losses associated with them, so since they do nothing to decrease your bill, the losses represent additional load and therefore the bill will actually go up by a small amount. I have seen a few studies that show this.
