why should a capacitor with a working voltage of 250V not be used on a 230V a.c supply.

The working voltage rating is 250 VDC. For ac, a good rule of thumb is to use one-half of that, i.e., 125 VAC. If you go beyond those voltages (in fact if you stay at those voltages for long enough), bye-bye dielectric, hello leakage.

Tell the teacher, "a capacitor with a working voltage of 250V not be used on a 230V a.c supply because 230V is the RMS value, the peak voltage will be ___" and you can fill in that blank yourself.
