center bit is mounted on a motorized crank and has a rubber tire underneath that contacts the inner rim of the outer bowl to make it rotate.

Figured that out just by watching the video, seems pretty obvious to me.

I have seen this "kind of rotation" in a gyratory ore crusher on a much larger scale.

Works like a dough mixer drive. Like the arm movement of a "kitchen aid". You can check it at "Whirlpool spare parts" layout pages. Google for it please.
