Just to be the devil's advocate here. I can see their point, but it's kind of amusing that they are upset because the bright light is distubing their view of the bright lights on the other side of the bay. If all of the lights were turned off, nobody would have a night time view.
The simplest solution would be to shield the lights so that they shine down on the street and out over the water, but not into the homes across the street.

It's amazing how little that concept is etertained, especially in urban areas adjacent to more rural ones.

//"Full cut-off " is the term for road way lighting that shines down, not sideways or up. It's more efficient and doesn't cause bright-spot glare. (Bright-spot glare actually makes it harder to see at night since it makes the pupils in the eye close up a bit.)

I'm not an astronomer, but I enjoy the night sky. It's fairly rural where I live, but I'm within 20 miles of a city and several large towns. The light pollution from these has a huge effect on the night sky. If it was up to me, it would be lights out at night.
Most people don't know what they're missing. While I was in the Navy, I would go out on the deck of the ship at night, while out in the middle of the Atlantic..................................absolutely amazing!
