Paint Peeling Off Plaster

I replaced the plaster in a doorway, waited for it to cure, and primed it. I may have used masonry surface conditioner for the primer. I'm not sure if I ever painted over the primer. Anyway, it all peeled off, and the plaster seems soft.

What do I do to stabilize this surface and make the paint stick?

Scrape it all off and start over.

Too wet, I'd say.

Sounds like you mixed up patching plaster with white cement...and put it on too thick....

I'm considering whitewash. According to Wikipedia, it will harden the surface. These doorways get dirty quickly from street dust, and I would like something that I can splash on quickly after a wire brushing to remove loose dirt and stuff.

If I'm lucky, the whitewash will fill in little cracks in the plaster, and dry quickly. This way my tenants will see that I am caring for the building. The peeling paint is very embarrassing.

This is a 200 year old historic building, I expect whitewash was used before.
