Most hand held multimeters include current measurement.

A common way is to put a series resistor of very low value in series and measure the voltage drop across it.

You can get "clamp on" meters (AC and DC) for wires carrying current.

I think you need to be a bit more specific about your requirement.

Ohms law also works well.
