Formula for the Liquid Weight in API 650

Hi folks,

Can anybody tell me by how liquid weight formula have been derived by API 650.

WL = 59tb(sqrt(Fby.H) (N/m)

Basically i want to know the term "59".

Typical density of oil in lb/ft3.

But my friend the term "59" is in a SI unit?

For customery unit this term is "2.6".

No, lb/ft3 are not SI units; they are Imperial.
