Can we joint a tinned plated copper busbar with copper busbar, using copper bolts and nuts?

Yes.

Location?

Codes?

Regulations?

What does the NEC say?

Actually the tinned plated copper busbar came with the neutral CT that we want to installed at the copper busbar arrangement in the LV pannel.

I'm sorry, but I'm not familiar with NEC. I already search, but I couldn't find the reference.

Follow the relevant national electrical code.

I would use high tensile steel bolts, but that's just my preference.

You don't state what country you are in?

Regardless of what country or standards you are working to no I wouldn't use copper bolts and nuts for a bolted copper busbar connection over, say two different grades of stainless steel nuts and bolts (for strength of bolted connection and to prevent binding), that's just plain silly.
