If you mean the white stuff, it comes from birds.

I don't know what to call it but it looks like some little baked crumbs that are the finish on some mass produced, baked, donuts, there is a trace of the powdered sugar. Entenmann's comes to mind, they call them "Crumb Donuts":

Get thee to a County Faire, that is Funnel Cake, the deadliest and tastiest confectionery known to science.

You take a batter that is made from equal parts doughnut, waffle, pound cake and the soul of an innocent child, pour it through a funnel (hence the name) into a vat of trans-fats and all the vices of Las Vegas, heated to the same temperature as the Third Ring of Hell. It cooks instantly. Scoop it out onto a paper plate (which will immediately turn transparent from the absorbed oil, don't worry, there's still about twenty gallons of oil left in the funnel cake itself) sprinkle with powders sugar to hide the sin from God, and eat while still hot.

Warning, do not eat two funnel cakes in a single day, your arteries will harden like rock and then shatter if you try to move or breathe.
