It looks to me like a converted storage drum. The question now is what the goal was of the conversion?

My WAG is a BBQ smoker.

It does look like a smoker, but I'm hungry right now so that may be clouding my judgement.

Iron lungs I saw had a diaphragm air pump at the bottom and an electric motor with a crankshaft that moved it. A disassembled Iron lung perhaps?

It is a wood steamer for bending larger stocks, made from a couple of nested steel containers. Or it could maybe be a rudimentary floor stove for space heating?

It's the barrel you have designed to go over Niagra Falls in....

...to follow in the footsteps of Annie Taylor a 63 year old school teacher(your hero), who in 1901 became the first person to go over Niagra Falls in a barrel and survive....she was accompanied by her cat Edgar....

This is your old instrument you used to play in an all steel drum band when you were younger living in the Islands and living in a grass hut with your girlfriend Malyia...

You have modified it and electrified it with VoooDoo so that you can communicate with the spirits....and charge $100 to contact the departed for clients....

In your younger days you were known as "El Verdadero" , the original "Wild One"...You lead a wild bunch of bikers that used to ride around terrorizing small towns and camping in the woods...You always had a support vehicle that carried a fuel supply and spare parts for the bikes....This was the fuel supply tank...

...support vehicle...

All through your childhood you had but one goal, to become the greatest jockey of all time....You trained from sunup to sundown for 10 years, yet never could afford a horse to ride,, so you converted this old drum into a trainer horse and called him "Old Blue"...

When at the age of 18 you got your first chance to ride a real horse, you fell off and broke your leg...and they had to shoot you....so sad

OK. Enough fun. As several people clearly already know it's a WW2 anti-gas dog kennel. In the event of a poison gas attack you would have put your dog inside and manually (yes, manually) operated the ventilation system to keep Fido safe.

To be fair, it was a distinct improvement on the previous version from WW1.
