It looks to me like a converted storage drum. The question now is what the goal was of the conversion?

I would say a smoker or dehydrator.... but that looks like it was used, and the paint is still on it...

Iron lungs I saw had a diaphragm air pump at the bottom and an electric motor with a crankshaft that moved it. A disassembled Iron lung perhaps?
