In the construction business its more often called a womper stomper or a wacker packer and occasionally a sh!t shaker/toe smasher.

And no I don't know the make model serial number or owners name of this item.

when we used'em we called'em Tampers. You use it to compact the dirt prior to pouring concrete. The one pictured is a gas powered one man model.

We just called them jumping jack compactors as that goes, every one we were around had a different name for them

It's what we in the construction industry refer to as a "Jumpin' Jack". It's used to consolidate (compact) soil......usually backfill placed in trenches and other excavations and what not.

We call them dancers in my country, it is used to compact the soil prior to the building of a pipe stage for exotic dancers.
