How we can calculate the the air consumption rate for control valves and shutdown valves to help in determine the air compressor capacity?

Depends on: Size of valve, media to handle, frequency of use, type of valve. It is all about mass to handle: heavy things need more energy and use more air. Check the manufacturer's data.
