Ok, on a serious note. How the heck did he stack these bricks? Somebody must have stacked them on him while he held the bike up vertically. Kudos for versatility but one bounce during the journey...

Close inspection shows he's pushing it, not riding it. Thus he could have stacked it himself, carefully leaving the hole for steering access.
Riding it would just be silly.

The cop saw him leaving the warehouse district and thought this looked suspicious. So the cop stopped him, but he had a bill of sale for the bricks. Over the next few weeks the cop saw him numerous times, each time thinking this looked very suspicious, but he always had a bill of sale for the bricks.

Finally the cop realized he wasn't stealing bricks, he was stealing bicycles.
