This picture reminds me of driving home on Wednesday afternoons when I worked in Oak Ridge (link added for those who didn't grow up in the shadow of the Manhattan Project). I was on the same schedule as the nuclear waste transport flatbed -- a great huge flatbed with a teensy canister of wasted strapped down in the middle, probably headed to the disposal site in SC.

That transport always struck me as odd. Why not a covered semi? Why all of the distance between driver and canister?

That canister was radioactive and usually had a high density so its small size was deceptive regarding its actual weight. The distance from the driver was important to limit the amount of accumulated ionizing radiation dosage received during the transportation. Compared to the driver, bystanders and others would receive a much smaller dosage because they were only exposed for a few seconds to a minute or so. With an uncovered semi the canister could be side-loaded by a fork lift or top-loaded by a crane, and unloaded in a similar manner--important again to limit dosage/exposure to others doing the work.
