Chemical Safety and Security

The Department of Homeland Security's Chemical Facility Anti-Terrorism Standard, including Appendix A: Chemicals of Interest List, is designed to provide risk assessment standards and guidance to facilities that use or make certain chemicals. Appendix A was developed in conjunction with the Environmental Protection Agency to identify hazardous materials that could be used as potential chemical or biological weapons or explosives. If your company uses particular quantities of chemicals in the processing of your products, you may be identified as an at-risk chemical facility.

While the need for oversight by Homeland Security of chemicals which can be used by terrorists is necessary, the whole approach results in virtually eliminating the capability of individual entrepenuers with good chemistry skills from developing worthwhile products. Thi is because the chemical ingredients are either not available to individuals working outside a major manufacturer or because of the high costs for the chemicals or the necessary legal paperwork. It goes to the "dumbing down" of America.
