it's a vehicle retro-fitted to deliver mail. pretty common in the rural areas so that the mail delivery person doesn't have to swerve onto the wrong side of the road to put mail in somebody's box from the left window.

what happened to pictures that are actually funny?!?

This was the method (with slight modification) used in the movie "Naked Gun" to move the red beacon back and forth.......or not.
