Who's Responsible for Big Dig Disaster?

The company that made the epoxy used in Boston's Big Dig tunnels recently reached a settlement, agreeing to pay $16 million in damages. The investigation into the collapse of a panel revealed that the company knew it was working with a sub-standard adhesive. Should there be more oversight of vendors on large municipal projects? Who is ultimately responsible for verifying the quality of the materials used?

Sorry to answer questions with questions, but;

I wasn't able to track down the original article; which company knew? Substandard or inappropriate? or as original articles hinted, misapplied?

And somewhere there is a PE who had to sign off on the intent of the design. After that it becomes questions of "was the epoxy appropriate for the design." "was the epoxy meeting the spec." "was the epoxy used correctly."

Of course, once it becomes a lawsuit - the suits flood in and the truth may never come out.

You get what you INSPECT, not what you EXPECT. This is rule no. 1 in todays 'made in Cxxxie' world. Every day we see/read about yet another sector of our lives that is suffering from defective, counterfeit, adulterated, sub-standard, contaminated materials coming from that country. We have yet to learn their culture is not like that of the Western world-which is based on trust, honor, conformance to the contract. Theirs is Confucian--if the customer does not care enough to inspect the product thoroughly, why should we?
