They are train drivers: in fact it's a train driver and an instructor. The view is out of the front window of a train. The two guys are so busy posing for the photograph that they haven't realised that they had better stand on the brakes PDQ.

When I went looking for a view out of the front window of a train I was going to include a caption something like:- "What the H*** are those idiots doing on the track?", but, when I came across this picture with the driver looking backwards and smiling blissfully unaware of anything ahead of him, I thought it would stand without a caption.

Who ever these two guys are, they clearly have nothing to worry about; just imagine a few seconds later (in slow motion if you can) how their stupid smile runs away while being shuck, and lose their pose in a hilarious maner.
